MEMORANDUM OF PROMOTED OFFICERS OF DEPARTMENT OF FAMILY PLANNING

The officials of the Department of Family Planning under the Health Education and Family Welfare Department who were deprived of promotion took a stand at the gate of the Secretariat with banners and national flags. Later they met the health advisor and gave the memorandum.

The de-promoted officials said that due to the autocratic attitude and dictatorship of the secretary of this department, the earlier DPCs did not see the light of day. He was not promoted despite repeatedly wasting government money by doing DPC.

As a result of this, as an expression of long-standing anger of the officials, they have taken a position in the secretary's room. Seeing the dire situation, the secretary sneaked out of his room.

Their demands in the memorandum are: Ex-post promotion of all officers eligible for promotion to 18th BCS and subsequent batches from the date of qualification. Satisfactory service on senior scale and availability of senior scale on completion of five years period;

DPC for promotion to the post of Director has been completed and his/her full GO should be issued. immediate promotion from Assistant Director to Deputy Director and from Family Planning Officer to Assistant Director;

Family Planning cadre officers should be included in the DS pool by giving merit-based promotion and promotion to the DS pool on merit; A junior officer shall not be promoted to the exclusion of a senior, except in the case of ineligibility for promotion.

In this case, BCS batch and merit order should be followed; BCS (Family Planning) Cadre posts cannot be posted from Administration Cadre; Although there are two completely separate offices at the upazila level, the title of 'Health and Family Planning Officer' is being used by the Health Department Officer. In the interests of administrative discipline, the section 'Family Planning Officer' should be removed from the post of Health and Family Planning Officer;

Officials opposed to the anti-discrimination movement and allies of the dictatorship should be immediately removed from their posts and given compulsory retirement.
