9 demands of officials and employees in the secretariat national

The officers-employees of all the ministries have expressed nine-point demands for the immediate formation of the ninth National Pay Commission, changing the designations of various grades to eliminate discrimination. On Monday (August 19), they submitted written applications to various departments including the Ministry of Public Administration and called for the speedy implementation of these demands.

The demands are—immediate reservation of one-third of the posts at various non-cadre levels, reassignment of various grades to remove the existing wide disparity, reinstatement of time scale and selection grade which were excluded on the pretext of certain litigations as per Pay Commission 2015 recommendations, reduction of the number of scales/grades in the pay structure by 20 to 16 grades, restoration of 100% pension, rate of gratuity fixed at 1:500 instead of 1:230, abolition of all block posts and creation of promotion opportunities on equivalent scale, rank and similar scale.

In order to implement these demands, it has been informed that the movement will continue with three representatives from each ministry and department including the president, general secretary.

Earlier, elected representatives of welfare associations and officials of all ministries/departments gathered at the secretariat library of the Ministry of Public Administration and demanded the current government to resolve their anger and frustration.

Representatives of 35 ministries/departments spoke at this time. In order to implement the nine-point demands raised by them, the selected representatives of all the ministries/departments met in a team at the office of the Senior Secretary, Additional Secretary (Rules) and Additional Secretary (Council) of the Ministry of Public Administration.
