
Philip Kolvin KC Announced as Patron of the UK Crowd Management Association (UKCMA)
The United Kingdom Crowd Management Association (UKCMA) is delighted to announce the appointment of Philip Kolvin KC as a Patron of the Association.
Philip Kolvin KC is the UK’s leading licensing barrister and a widely respected advocate for safe, inclusive, and well-regulated public spaces. His career spans decades of work at the highest levels of licensing, law, and public policy, advising both public authorities and private organisations. He has consistently championed the principle that strong civic frameworks, underpinned by clear legal standards, are essential to public safety and community wellbeing.
Many within the sector will recall his compelling keynote address at this year’s Safer Crowds, Safer Venues Conference: Safety, Security, Service and Science, in which he explored the vital intersections between regulation, public responsibility, and the emerging science of crowd safety. Reflecting on the event, Philip remarked:
“UKCMA have done a brilliant job in bringing this sector together. If they didn’t exist, someone would have to invent them.”
Philip’s appointment is a significant endorsement of the UKCMA’s values and ongoing mission to professionalise crowd management across the UK. In his new role, he will support the Association’s efforts to influence policy, raise industry standards, and advocate for proportionate, specialist approaches to crowd safety.
He joins the Association’s existing Patron, The Baroness Casey of Blackstock DBE CB, in supporting UKCMA’s work to represent the profession and promote good practice throughout the sector.

The UKCMA has seen increased visibility and wider influence in recent years and continues to work in close partnership with organisations across the industry, including NTIA and Global Crowd Management Alliance (GCMA). UKCMA members support millions of people each year at festivals, sports fixtures, concerts, city centre events and more, across every part of the UK.
