Madinatul Uloom Madrasah located at Sagardighi in Ghatail is a privately owned institution. The founder and director of Sagardighi Union Chairman Md. Habibullah Bahar. In the same fiscal year, the chairman gave three government development allocation projects to that institution. The sum of which is 7 lakh 28 thousand in rupees. Although there is a prohibition in the development project law to give multiple projects to the organization in the same financial year, the chairman did not obey even a drop of it. The project implementation officer said that the chairman gave the project to the party influence of Awami League.

FY 2023-24 Rural Infrastructure Maintenance (T,R General 1st Phase) Program Development Project Sagardighi Union Project Named 'Sagardighi Madinatul Uloom Madrasaya Road H.B.B Karan'. 3 lakhs were allocated. In the second phase of the same program, the union named the project 'Sagardighi (Hatimara) Madinatul Uloom Madrasa Masjid Tiling.' The cost of which is 1 lakh 64 thousand taka. And in the third phase of the same programme, the project is named 'Madinatul Uloom Madrasaya Soil Filling'. 2 lakh 64 thousand rupees allocated for this work.

On the surface, it can be seen that although the names of the three projects given by the chairman are different, the institution is the same 'Madinatul Uloom Madrasah'. Madrasa owner and director chairman Md. Habibullah Bahar.

Providing food grains in rural areas and ensuring people's food security and creating a positive impact on poverty alleviation. It can even be seen on the surface, although Tk 2 lakh 64 thousand has been allocated for the filling work, the soil has not been cut according to the amount. And not with workers, the work is done with machines.

Ghatail upazila project implementation officer Enamul Haque said that the chairman gave the project at the same place after overcoming the party influence of Awami League. The project cannot be given in this way, he did not agree to accept it despite repeated attempts to explain it to him.

Upazila Nirbahi Officer Irtiza Hasan said that giving more than one project to the same institution in the same financial year is illegal. If the project is given anonymously, legal action will be taken after investigation.
