Manhunt for Texas Mom Accused of Killing Her Son Ignited By $25K Reward


The FBI is offering a $25,000 reward for information leading to the arrest or capture of a Texas mother accused of killing her young son and escaping to India.

Noel Alvarez, 6, was last seen alive in October 2022. During one instance that month, the child, who has mental and developmental disabilities, was present with the family when his mother, Cindy Rodriguez Singh, 39, gave birth to twins.

On another occasion, he appeared to be “malnourished” and “unhealthy.”

After the twins’ birth, the mother allegedly claimed Alvarez was “evil” and “possessed” and claimed a “demon” was inside him and that she believed he would hurt the new babies.

Singh was charged with capital murder in connection with Alvarez’s case and was last seen boarding a plane to India with her husband and six children on March 20, 2023. Alvarez did not get on the plane.

In addition to capital murder, Singh is wanted on charges of injury to a child, and without the intent to return charges.

Singh applied for passports for six of her seven kids shortly after the twins were born – but not Alvarez. The woman is over 5 feet tall and has many tattoos. She is believed to have ties to Mexico and India.

Two days before the flight to India, officials knocked on Singh’s door and she claimed the child was in Mexico with his biological father, which police have since disproved. On another occasion, police claim Singh allegedly told people that she sold him to a woman at a grocery store parking lot. However, law enforcement believes the child is more likely dead.

The family of nine lived in a red shed in Everman, Texas. Investigators learned a second shed on their property had been destroyed and covered in concrete which signaled “very suspicious circumstances” to police.

Cadaver dogs detected a carpet recovered from the shed, indicating the possible presence of human remains. This led investigators to obtain a warrant to tear up the concrete patio. A second set of detection dogs further confirmed that human remains had previously been inside the shed.

Alvarez and his siblings were placed in foster care before his disappearance. He was reportedly placed with a separate family from his siblings so that his special needs could be addressed. Social workers ultimately returned all the kids to their mom.

Family members claim Singh was “abusive and neglectful to Noel,” alleging she withheld food and water from him because she “did not like changing Noel’s dirty diapers.” She also never enrolled the boy in school.
