Multiple sources told Indian media outlets Arunachal Twenty-Four and NewsFike that pictures of burning wood, Chinese names painted on rocks and Chinese food items in the Kapapu area indicated Chinese troops had infiltrated the area about a week ago. At that time, the Indian Army confirmed the existence of a camp of Chinese military personnel a little north of the under-construction facility in Hadigra Lake.

Earlier in 2021, the country's media NDTV analyzed satellite images and reported that the Chinese military is conducting the construction of a second cluster of at least 60 buildings inside Indian territory in Arunachal Pradesh. In 2020, Chinese troops entered Indian territory in Arunachal's Dibang Valley district. At that time extreme tension was created between the soldiers of the two countries. The year before that, in 2019, the Chinese military built a wooden bridge over the Doimru Nala, about 40 km inside the Indian territory of Arunachal.
